High-Speed Rail (HSR) Current Business Opportunities

The Union Pacific Railroad (UPRR) plans to issue a Request for Proposal (RFP) for the Springfield bid package on the Illinois High Speed Rail Project. The limits of the package are on the Union Pacific Railroad, Springfield Subdivision, within the City of Springfield from MP 183.5 to MP 189.5.  The package includes modification of eighteen road crossings and fence construction.  Types of work include pavement removal, sidewalk and pavement construction, grading and fence construction.   

Environmental Permitting and Right-of-Way Acquisition
The limits for this project are established in the Springfield Third Street Corridor Track and Grade Crossing Improvement Project (MP 183.43 to MP 188.00) Categorical Exclusion which was approved by the FRA on January 17, 2017.  The Contractor is responsible for complying with all requirements of permits for the project that the Owner (UPRR) has obtained.  The Contractor is responsible for any and all permits not supplied by UPRR.  All ROW is anticipated to be in place prior to the start on construction and the contractor will not be responsible for obtaining leases or easements other than construction access not related directly to the improvements.

Roadway Reconstruction
There are approximately 18 at-grade crossings in this project with various levels of work.  The work typically includes removal of sidewalks near crossing panels and construction of new sidewalk approaches and pedestrian treatments.  Other types of work include pavement removals, curb construction, median construction, streetscaping, and pavement construction utilizing various types of surfacing materials including asphalt, concrete and aggregate.   The Contractor will be required to coordinate with UPRR signal on the grading needed for new signal house and access drive locations.  The work may also include minor adjustments to storm sewer, sanitary sewer and water mains affected by the work.  The Contractor will also be responsible for grading, seeding and erosion control associated with the crossing and fence work.  The Contractor will be required to coordinate traffic control with the local agencies and UPRR to minimize impacts to the public.  All track construction will be done by UPRR forces.

High Speed Rail Fence
Springfield High Speed Rail Fencing consists of the installation of a combination of 3' tall and 6’ tall ornamental and chain link fencing and gates.  Limits of the fencing are primarily on the east side in the residential/urban areas between MP 183.5 to MP 189.5.

St. Louis, IL from MP 253.0 to MP 281.0.  The package includes replacement or modification of twelve drainage culverts, reconstruction of six road crossings and structural modification of three bridges.  Types of work include culvert installation, minor grading at culverts, bridgework, and roadway work.

This project consists of all work necessary for the completion of a cast-in-place concrete passenger rail loading platform with a glass canopy, aluminum gutter and downspouts supported by a painted structural steel framework. The project also consists of minor demolition and remodeling at the existing former Amtrak Station located at 100 E. Parkinson Street, Normal, IL. The station work includes, but is not limited to, new acoustical panel ceilings with new lighting, metal stud and gypsum board wall furring, and new floor tile to match existing. New roofing to be installed at the former Amtrak Station will consist of a fully-adhered membrane roof over new cover board and roof insulation. A new mechanical system at the former Amtrak Station will include a new rooftop unit.

Alton is working to advance from a conceptual design for an RMTC that will address several important underlying issues for the transportation system in Alton.  The project will provide for road improvements, bicycle and pedestrian trails, an off-road bus terminal, parking facilities and a new transportation center adjacent to a new passenger rail station to be constructed concurrently by IDOT.  The intermodal aspect of the new facility will integrate all facets of the transportation network including high speed passenger rail (to be constructed by IDOT and coordinated with the selected design team), charter and intercity bus systems, regional transit lines, automobiles, taxis, bicycles and pedestrian facilities.

The Union Pacific Railroad (UPRR) plans to issue a Request for Proposal (RFP) for the 2011 Illinois HSR Jack & Bore package on the Chicago to St. Louis High-Speed Rail project. The entire package will consist of locations where the proposed scope of work will fall entirely within existing UPRR right-of-way.

The following work types will be included in the Illinois HSR Jack & Bore RFP:

1. Structural Inspection of Culverts - The contractor will be required to conduct a field investigation at numerous sites in coordination with the UPRR field representatives. Cleaning of the culverts may be required prior to the actual inspections. Together the team will develop a detailed list of work items to be completed. The contractor will be required to provide an estimated scope and fee on the field inspection as well as any additional work required to be completed at each location.

2. Jack and Bore Culverts - The contractor will be required to construct new jack and bore culverts adjacent to existing culvert or bridge locations. The proposed culverts, ranging in size from 24' dia. to 60' dia., will be constructed under railroad live load with the existing track remaining in service during the duration of construction. End treatments will consist of riprap blankets or cast-in-place concrete headwalls. The proposed details will be provided in the bid package set of construction drawings. Minor incidental grading may be required to re-route existing water flow to the new culvert locations. The contractor will provide estimated scope and fee based on the UPRR Round Steel Pipe Culvert standards unless otherwise noted within the construction documents.

3. Various Modifications and Upgrades - The contractor will be required to modify or repair existing structure locations. Proposed scope of work may include raising headwalls, adding handrail, placing riprap or repairing existing concrete.
