Due to the complexity of the Illinois High-Speed Rail (HSR) Program, the Federal Railroad Administration (FRA) divided the environmental analyses into two tiers. The Tier 1 study addressed a corridor-wide evaluation, while the Tier 2 environmental documents will include a more detailed analysis of a segment of the corridor. This tiered approach helps the FRA to efficiently implement its programs in accordance with the requirements set forth as part of the National Environmental Policy Act (NEPA).
The HSR Program involves the analyses of four Tier 2 studies. These include the Chicago to Joliet, Springfield Track Relocation, Springfield Flyover, and Granite City to St. Louis studies.
